I found a Sudoku puzzle with a difficulty level of 197 on the web.
When I made my own Sudoku game
"Can the question be resolved?"
"Is the solution one?"
The smartphone app to check is "Sudoku Checker".
It has a function to calculate the "level of difficulty" with its own logic when checking.
The hypothesis is that the level of difficulty can be shown with that value.
100 - Hard
200 - Medium
300 - Easy
